3.16pm: All 123 universities and university colleges in England want to charge tuition fees of at least £6,000 a year, my colleague Jessica Shepherd reports.2.36pm: Tim Farron, the Lib Dem president, has been on Radio 5 Live today. According to PoliticsHome, he argued that tuition fees aren't actually fees.There is a very strong argument for saying that these actually aren't fees.
