Can a 13 year old make money blogging?

I'm 13 and I was wondering if there was any possible way for me to make money blogging. If so, how? How can I make sure that it is not a scam? How could I convince my mom to let me do it? Finally, is there any way that I could control the hours that I blog? I get out of school at 2:30 P.M.. Thank
